DBE Program -- Regulations and Requirements

Definition

The Diversity Business Enterprise (DBE) program is open to minority, women, and small businesses, defined as follows:

  • Minority refers to a person who is a citizen or permanent resident of the U.S. and who is Black, Hispanic, Asian American, American Indian/Alaskan Native, or Hasidic Jew.
  • A Women-Owned Business Enterprise must be at least 51 percent owned and controlled by women, or operated by a woman or women, the latter meaning day-to-day management of the business.
  • A small business in the fields of construction, architecture, design, engineering, information technology, and technology is defined as having no more than 30 employees and annual sales volume of no more than $2 million. Transportation, commerce, and utility companies defined as small business can have no more than nine employees and $1 million in annual sales.
